Identity Domain	`FDDB_CLOUD_IDENTITY_DOMAIN`	Yes	The identity domain in which to perform operations.
Instance Name	`FDDB_CLOUD_INSTANCE_NAME`	Yes	The name of the Database Cloud Service instance.
Username	`FDDB_CLOUD_USERNAME`	Yes	The username with which to connect to the Database Cloud Service instance.
Password	`FDDB_CLOUD_PASSWORD`	Yes	The password for `Username`.
Timeout	`FDDB_CLOUD_TIMEOUT`	No	The number of minutes to wait for the instance to stop. If the number of minutes is exceeded, the operation will exit with a failure. Defaults to 60 minutes.
Property File	`FDDB_CLOUD_PROPERTY_FILE_PATH`	Yes	The path to the properties file that describes the instance to be created. If a relative path is given, a path inside the `FD_ARTIFACTS_DIR` is assumed.

This operation doesn't consume or produce any artifacts.

This operation will select all available endpoints associated to the environment/instance.

This operation will randomly execute on one of the endpoints identified during selection.
