Change Ticket is associated with Deploy or Utility request. Reports and other execution details will show link to any associated Change Tickets.

When using Release and Pipelines, you can associate Change Ticket with individual deployment or entire release.

You can also use REST API to initiate deployment deploy or utility requests as well and Change Ticket can be associated using REST API as welltoo.

Change Request tickets can also be manually associated to Change Management System on the Deploy Request form for each project. Note - The Deploy Request form appearance differs for a package type project vs generic project. For Generic project you will see the Deploy Request form as a popup window excluding the package related details.
